I am still torn on what to do. Like a couple of people said, if I confront the owner I'm sure they would tell me to mind my own bee's wax so that is really not an option. I have a son and I can't stand it when somebody tries to tell me how to raise him. I also don't think that much will come out of having animal control look into the issue because the dog does have shelter and what I assume is food and water. I did fail to mention that it is under some tees and has some shade so that helps. I know deep down that this dog does not belong outside for as long and as much as it is. I put my Yorkie on one of those corkscrew stakes for a half hour or so when I am outside working in the yard or washing the car but I am constantly checking on him even though he is in plain sight. Just like I did when my son was young.

For some reason just like yesterday I noticed the dog going back and forth in kind of a figure eight tonight. I don't know if that is some sort of hyper or nervous action. That does look odd and worries me. I do feel a little bit better that I did not see it out there last night. I feel like I really need to monitor it a little more before making a decision. I want to tell my wife about it and she has never seen it because she does not go the same way I do from the house but she is so soft hearted it will make her cry for days. I'm all alone on this one so that's why I came here to find some help. I will keep everyone updated. Once again thank you to everyone for the response. You have found a new member and I am going to tell my wife about this site.

print out some information on yorkies and their coats and how the sun isbad for them and leave it in their mailbox alogn with how the heat can kill them. It'll be annoymous.
