It has already been suggested, but if you want the best chance of success for that other ear, you should shave the tops and trim the sides of all that heavy hair. It may also be necessary to tape them but I would start there.

My mother’s yorkie had the same problem and nothing was done, so one ear just flops. She just learned to live with it.
