The male has a gland at the root of the penis that becomes engorged with blood. The females muscles are too tight to allow for the glans bulbus to exit the vaginal once it is engorged. This is what causes the tie. The female doesn't control the tie. When the glans bulbus goes down the male can withdraw and not before than. Meanwhile he is vulnerable and needs to be protected.
