I agree, I don't see why a wire transfer is so necessary unless this is a scam. Has your friend met the breeder in person and saw the environment the puppy is coming from? Wire transfers on the whole is just weird to me. Pay pal is safe but it may cost you a bit more because you will have to pay some sort of fee so the other person can collect their money.
I haven't personally used Puppy Escrow but I hear good things.
