Holly is 10 months. She only uses her pee pad in her ex-pen if she is gated in the same room as the ex-pen. I am being consistent as heck with her. When she first wakes in the morning, I take her downstairs and put her in her ex-pen on the pee pad to potty. I don't know why she is not generalizing this yet but she is not. I hear some Yorkies are just difficult in this regard! You do have your baby's young age on your side. Just be consistent.
