I think you should try a tall x-pen and potty pads. My yorkie does great on potty pads and he's only going on 15 weeks old. He is very smart and doesn't potty elsewhere now. We keep him out with us in the house most of the day and at night just put him in his xpen with his crate (open), food, water, bed and potty pads.

Some dogs refuse to learn to go potty outside... He's not one of them but I'm glad he has learned to use the potty pads.

He 'got it' only a week into potty pad training. He only had 2 pee pee accidents since then and that was a few weeks ago. :P
