One of my four does it all the time, especially when she gets excited. It really does seem like she does it for attention, but I doubt it's intentional. I think it's just getting worked up when she wants picked up or wants to play. I had her into the vet for a booster a couple of weeks ago, and I mentioned it to the vet again, and she said it's nothing to worry about (like the last ten times she's told me that).
