He's probably a little angry and confused too. Imagine how you'd feel.

Clean off the spot with a good pet stain/odor remover, and just keep a close eye on him to see if he's about to do it again. If he seems to be, take him outside or to his papers if he's paper trained. If it continues, take him back to the vet to see if he's having trouble holding his urine.

It's not likely that he had any permanent damage from neutering. He may just be a little po'd at you, or he may be having trouble holding it while he's healing.
