It doesn't neccesarily mean she is a puppy mill, I'm a rabbit breeder myself and I have heard horror stories of people coming home and all their show rabbits have been stolen. Also, there was something that happened a few months back where a family got robbed at gun point for their yorkie puppies when some guys came to their house acting like they were going to buy them. So I can definatley understand why she would not want anyone coming to her house, I don't have people come to my house anymore. Maybe she could send/give you pictures of the puppy in its environment..
