  Mats can take lot of time to get out; they are probably paid the same price no matter how much time they spend, so some groomers just shave.  You kind of have to put yourself in the groomer place, what would you do?   
 I think if she is matting you might want to alter your grooming habits.  After brushing use a comb and go close to the skin, all tangles most be removed before they turn into mats.  Some people say that dogs with cotton coats require 2 grooming sessions a day, morning, and night, and especially when removing clothes.  A leave on hair conditioner might also be helpful.  Mats can cause them lots of pain, and it's best to prevent them.  If you find that you haven't the time for this, maybe a shaved body would be more suitable, and you could leave the facial hair and topknot.
