Very normal and yes, probably need to be removed. Gizmo had to have five baby teeth removed. If you do it at the same time as the spay/neuter it's easiest on them.
If you don't remove them, it can cause problems with bad breath and decay.
Sorry! Yorkies are really prone to this unfortunately.
