I personally wouldn't put bitter spray on it, I think that's just made to spray on objects like floors, furniture etc. If your regular vet isn't open with it being the 4th of July, you might try calling an Emergency vet and asking them about spraying it ON her and see what they say. If her skin is irritated to the point where she's licked the fur off of it, it may sting or hurt her skin, plus with her just being spay she's probably not feeling to hot to her tummy, it may make her puke. What part of her leg is she licking at? Front leg, back leg? If she still has the E-collar on she shouldn't be able to lick at her legs easily.
