I'm sorry people are being such a pain. I think 7lbs is a nice size. I would think if her other dog is 19 lbs she would be looking for something more his size. 7 seems to small for her house to me. Why get a tiny one that won't be able to play with the other one??
In defence of the smaller yorkie, mine is 4lbs and the sire of her puppy is smaller than she is. The sire and the sire's sire are and have always been healthy though both are very small.
My baby is healthy too her only health problem is she needs to have her teeth cleaned soon

I think the problem comes when breeders ( I know a few like this) breed only for size and could care less what health problems they may have at birth or 5 years later.
I wish I new how and why 7 lbs has suddenly become a " bigger" dog.
