Since he has limited registration, your breeder most likely doesn't want him bred, so I would not.
As for neutering, I really can't say what is best for him but I will say that there are pros and cons and it should all be consider before making a decision. A good place to start is Google.
You will hear about the pros of neutering quite often, but rarely are the cons brought into it...
