Not to sound uncaring or unfeeling, but if your neighbor wants to keep his grass tall, that is his perogative. Not to say that is right, but it is his property. Unless you have a homeowners association that has rules that govern how you should keep your lawn or anything around your house, then you really can't tell him how to keep his property.

Now that being said, if you can talk with him, then maybe you can come to some kind of compromise. Since he does not have a fence, then maybe you can see if he will let you cut the grass which is most close to your property line to keep the critters at bay. Good luck.
