I would be upset too but most likely the snake was just a harmless garter snake. I would just watch her but she should be fine maybe she'll throw up in a bit. Mine eat bugs and leaves when they are outside....they seem to eat whatever is laying in their path.
As for your neighbor is he unable to care for his yard or just too busy or lazy?
Maybe if you talk to him, but if his yard is fenced unless you have CCR'S in your area there is really nothing you can do.
I would look for a pet friendly bug & tick spray and spray the yard to keep his critters away from your yard.
