My Lola started to do the same thing about 6 months old. I was told everything even that I was not feeding her enough or the proper food.
I just used the "leave it!" command really loud everytime I caught her doing it. She is now 1 year and seems to have just grown out of it. Every once in a while while sniffing she may start to go to another dogs poop but I just say Leave it really loud and she just leaves it along. I think she is just growing out of it.
