It really starts when they are young puppies. Tlhey need to be socialized with other animals as well as people so this won't happen when they get older. Perhaps you could invite other people with small dogs over one at a time so they could spend some time with each other and then gradually increase the number of doggies to a small party if things work out. That is really the only suggestion I have other than to carry a tin can full of pennies and try shaking that when she barks. Some people use squirt guns. I never used a squirt gun, but I've heard of others doing it for barking.
