Hi, and welcome.

I'm from Buffalo, NY and I've been to that store.

I did some research and this is what I've found so far, On the Erie County SPCA website, they say that you can adopt SPCA animals at off site locations, this is one of them.

They also have cats from Second Chance Sheltering Network once in awhile.

While I agree with Judy in Waco, if they are helping the SPCA, then that might be a different situation all together.

She could ask the store to see the information they have on the puppies, that would list where they got it from, and you could check that further.

Most pet stores in WNY don't sell dogs anymore, most of them have closed down.
There are a few, but not as many as there used to be.
