Um, excuse me? Are they nuts? They're making it awfully tough for those poor babies to find a forever home!
ETA: Just looked at their rules and saw that it's because they do site inspections and follow-up. That's all well and good that they want to be sure the dogs are placed in a good home, but this is a little over the top!
