I haven't read all the replies, so I hope I'm not repeating anything anyone else has suggested. But, are they renters or do they own the house?
If the are renting, and even if they are not it would just make it easier, you or your parents can try talking to them about paying for or splitting the cost of reinforcing the fence or them putting up a stronger one. If the dogs have already broken through it once then something should be done. It's good that they are keeping them in their backyard, but they should be trying to control them better. Their barking alone is something you can file a complaint for.
I know the hassle of bad neighbors. I'm sorry you have to deal with that. My parents are the same way, they have neighbors with pits, and they let them run free, so it's a danger whenever I take Duke over there. But my dad tells me not to say anything because he doesn't want more trouble with them. It can be very frustrating. But they may go for the fence thing, it's also saving them from a possible law suit if their dogs were to escape by breaking the fence and hurting someone.
