I was just thinking a funny thought. I wonder if the neighbors think "I wish those people would stop letting their little dogs get ours all riled up!"
Not that I think they are in the right, as you are making an attempt to stop Rocky from barking and fence fighting, while they just yell. That doesn't work with my human kids, why would it work with dogs?
I do think that asking them when would be a good time to let the dogs outside because that way you are pointing out, in a nice way, that the dogs are bothering you when they do that, and they may try harder. You catch more flies with honey after all.
