Well if that's the case, what would prevent them from registering them in the PAL program and doing the same thing? Or registering any dog w/ the PAL program and passing the paperwork off as belonging to the pups? Point being, if there's a will, there's a way...so limiting the competition to altered dogs is really pointless.
