  I think you should offer to buy the dog.  If that didn't work, I would continue to call those places you mentioned and get other people to call as well.  Sometimes it helps when there is more than one neighbor that reports a problem.  It would be stealing if you decide to take the pet, and taking the law in your own hands is never a good idea.  You must be prepared to face the consequences if you do this, after all where does one draw the line?  Some people think it's abusive to dress our dogs, should they be allowed to steal them? Sometimes the squeaky wheel gets the oil, so you can just keep on reporting what you see.  If you can document any of this it would be helpful for example no water available, but some of the other things, like tear stains, I don't think people would consider that abusive.  I also think you might want to be careful if you are feeding it anything, the people might be able to sue you.  |
