Being that you are giving them a puppy, I would certainly hope not.

I would ask common sense questions are they prepared for the vet bills, should they arrise. Who would take care of the baby if they were no longer around? How aware are they of a yorkies specific needs? Do you know how to help your dog is they experience hypoglycemia? Is your yard fenced? Do you have other large animals that could put the baby at risk? What type or leash system are you going to work with for your dog? How much time can you devote to your baby? Are you looking to breed? WHen will you get them spay/neuter.

I would say decide what is most important to your and the puppy and go from there.
