| I do agree with that, but there is a flaw. Even though you will hold back the papers, it doesn't mean that the owner won't breed them. Papers or no papers, they can still be bred. It just means they can't get the litters registered, But even with the limited registation papers they wouldn't be able to register a litter anyway.
Does this make any sense!! It does to me, but once I reread it, it seemed confusing!
