Hi!
A 14 week old puppy wouldn't yet have allergies as they're still protected by Mum's antibodies. I would take her to the vet to be checked for other skin issues if she is truly itching like crazy. Anytime you see bad itching w/ puppies, you always want to consider mange. It could be other things too though.
