i am so sorry about your chickens...
its a shame that your neighbours can't take control of the dog.
and why would the dog come and kill chickens? the dog must be very aggressive, in which they need to be chained at all times with heavy duty chains.

i don't know if this is true but this is what i heard. when a dog bites (other animals or humans) they crave the taste for blood and will go and harm others hence they will need to be put down...

i had a friend that i knew from middle school, her german sheppard had to be put down because it bit another dog. she didn't personally tell me because we stopped being friends but a friend of mine who goes to same school told me this. also, i am from canada (rules might be diferent in differnet countries/states or provinces)
