Is it normal for her to pant a lot though? We're in the midst of a heatwave so it is quick warm. I had them in the living room with the AC in the room filtering in but the mom seemed to be way too warm. I just moved them into the AC and set it to 72 LOW.
It is normal for the momma to pant a lot after giving birth. Her uterus is still contracting and she is producing milk and that will cause her to pant. The puppies must be kept in a warm room, around 78 degrees if possible.
