Gosh, I'm originally from Yorktown, VA, which is next to Williamsburg. I don't know if dogs are allowed in outdoor seating areas in some restaurants. I remember seeing people with dogs on Colonial Parkway at the scenic stops and on Yorktown Beach. I've also seen people with small dogs inside The Pottery.
