I HATE that too! At the icecream place I go to on occassion they have one.. I'm like.. seriously? All you did was put a scoop of icecream on a cone, you expect me to tip for that?
Whats next, tipping the cashier that rings up your groceries? IMO tip cups are in EXTREMELY bad taste and the owners of the businesses shouldn't allow them.
