Firstly I would stop using a slicker brush on him. A slicker brush on a yorkie breaks the ends causing a lot of damage and causes them to matt up easily. Use a pin brush and a comb. It sounds like his coat is damaged, a fresh start will work wonders.

I don't have any pictures of my yorkies cut down as I keep them in full coats but I did just give my maltese girl, Sugar a cut. Her hair was damaged and so broken that she was matting up and it made it difficult to get a brush through. I shaved her body and left the hair on her face, tail and legs long. I cut the hair on her body to 1/4 of an inch and I really like the length, no too long, not too short but cut short enough for a fresh start which results in no matting. I did the same thing with my yorkie Scampers when his hair was damaged from a shampoo and now his hair is grown and matt free ever since. Here are her pictures....
