If he is only 9 weeks old, he will continue to squat until he is about 5 months old. If you neuter him early he may never lift his leg to pee. My 7 month old yorkie does both....not sure how he decides if he is going to lift his leg or squat but he usually squats if he isn't around anything to lift his leg on and if there is a plant or something then he lifts his leg. Your little guy is so young and tiny....he has lots of growing to do before he will have the strength and the agility to lift his little leg.
