It really sounds to me like this lady needs to be reported and shut down. I wish you great success with that end of this story as well.

She thought she was going to walk out with a "good deal" but what she walked out with was a night mare.
She could have probably saved money in the long run if she would just have waited for a pup from Baby Bear, but she did't want to wait till September.
Better yet, adopted a rescue.
Some people have to learn the hard way. I do pray she makes it.
