Try looking at the ingredients in her food, although I am sure you have already done this.
My daughter's cat had a similar condition and she was constantly visiting the vet for steroid, etc. shots.
She changed to a completely holistic kibble and cooks the rest of her meats, chicken, etc. and the cat is fine. No hives, no scratching, no misery.
