Personally I don't think at 18 your of the most soundest for making the right calls especially being reared in such a atmosphere. I know the zeal that they were working under was just out of concern for all those minor children. So I can't really think too harshly of them (JMO).

Part of the confusion there also stems from the fact of a lack of documentation. That is why they wanted the court ordered DNA testing. They said lots of children and lack of information as to their parents, DOB, etc was an issue.

My thinking (again JMO) they might have felt that the girl was very young and lying about her age. I know the picture of her I saw she looked to be about 15/16 years old.
