You could say, "I see that the dog isn't really working out for you guys. I would be happy to take her off your hands for you." Perhaps you could say that your were thinking of getting a new dog as well and would make a good home for theirs if they were considering rehoming her.

Geeze, I'd say anything to help that poor puppy. If anything, you will get their attention and perhaps they will begin caring for the baby. Perhaps you could talk to the 11 year old. Tell her how much care a dog requires, etc... How to teach it tricks (for food perhaps?). How to feed a dog, etc...

If all that doesn't work, I'd take more drastic steps. I'd at least buy the people dog food and bring it to their house. Yikes
