If it is an allergic reaction...during the reaction, histamines are released into the body. histamines make the vessels kinda leaky..and some fluid seeps out of the vascular space causing swelling or congestion of the tissue. That is a normal response. If it is really really bad you could have airway closure and if that happens you need emergency treatment with epinephrine or something.
Benadryl is an anti=histamine. It blocks the histamine from doing its thing...but once it is used up...then the symptoms return as long and the dog is being exposed to the allergen The very most severe scenario would be anaphylactic shock with your vascular system looses all fluid out into the tissue and you lose blood pressure.. The eye swelling is just part of it.
Ever see some one with hayfever and they are puffy?
