How old is your little one? I never did the crate thing but I kept Teddi in a playpen that had a pad and her bed and food in it for about the first 8 months of her life then I moved her to the kitchen with a gate for the next 4 or so months. It seemed like it took a long time for her to catch on (compared to my standard poodle) but also she can't hold it as long either. It is much better to confine them when you are not there so you don't get frustrated or mad at them. Teddi never played with the pee pad so I don't know about that but I know they make some kind of plastic thing that you can put the pad in and they can't get to it...it's like a holder for the pee pad, maybe you can try that. I am so glad that for the last 3 months Teddi now has the whole house and she knows where her pads are and is happy to be able to hang out with her big sister (my standard poodle) all day! Which really, I think they play for about half an hour and then sleep all day!!
