I use paper!

We buy blank newspaper from a craft store and put it in a washing machine tray. The tray is nice because it makes them step inside of it so they don't accidently go off the paper. You know what happens, they have their front feet on the paper or pad but not the back so they miss.

The paper is not super absorbant but it's definately cheaper. I know a lot of people have had trouble with their dogs chewing up the puppy pads as well. We also bought some washable pads but we use them to just protect the carpet, they don't go on them. I just know that dogs get used to the feel and sound of the paper under their feet. The disposable and washable pads can feel like other kinds of cloth so they may have accidents on something that may feel like the pads. See a picture of my little one using the paper below. We have since added a plastic lining to the tray to make it easier to dispose of the paper. My bf gets a large roll of plastic from home depot and cuts it to fit. I hope this helps.
