This is just my suggestion, hopefully someone who lives in an apartment will be able to jump in here. I would not crate him, you need to get an x-pen (they have them at petsmart but the exact same thing cheaper at I think k-mart (kids section)) also some might have links to cheaper here online. Right now he's ruling the roost, going where ever he wants & you need to limit that. In his x-pen you can have bed,toys, & food- put the pee pads in one corner to keep him from chewing or playing with the pee pad trying putting deodarant on the corners & you may have to make a few swipes on the pad itself (I used sure invisible solid-powder scent) FINALLY after the long haul I got her using the cloth pee pads for the past 3 weeks THANK GOD!! life has been alot easier since so I've got to happily invest in some of those. It's alot of work but so worth it! Do you intend for him to be pee pad trained only? outside trained only? I know they like to limit the amount they are outside or exposed to high traffic dog areas until they have had all they're shots-just something to ponder- Best of Luck
