I totally agree see the vet soon. Its possible you snuck up on him and it was scary but as tapio said dogs don't hold grudges. However they can remember something that causes pain and avoid it (cars, the street, cats etc.) If he is tucking his tail around you it sounds as if he remembers the pain. Hopefully it is something a vet can diagnose and fix. Good luck!
