A lot of people are telling me to complain to management or call animal control, but I feel if I just sit her down, and kindly talk to her, she is more likely to understand and follow through with keeping them on leashes. If I run and tell management she will know it was me and most likely resent me and be less likely to restrain her dogs. Not to mention, she is still my neighbor and before getting outside people involved I would like to try and civily work it out with her one on one.

Totally agree and i wasn't suggesting that you go to management as, like you say, she probably has alot on her mind/plate and i think more neighbours should be as nice and understanding as you are.
