Not to mention, she is still my neighbor and before getting outside people involved I would like to try and civily work it out with her one on one.

Totally agree and i wasn't suggesting that you go to management as, like you say, she probably has alot on her mind/plate and i think more neighbours should be as nice and understanding as you are. (you should still invite her to yorkietalk)!
