I have a friend in a wheelchair and their Yorkie does great. They got him as a puppy and he grew up around the chair so it is completely normal. Just like walking though, you still have to watch out...
Now one of my dogs on the other hand is completely freaked out by a chair with someone in it that moves. I guess it's all in the experiences they gain.
