Do not put yourself in danger. All you need to do is call the SPCA, provide them with the name, address of the puppymill and a description of what you saw. You could well be risking your life by taking in a video camera. Most puppymills won't even let you see the operation, they bring the pups out to you. You can also call the authorities at city hall for the jurisdiction this place is in. NOBODY is allowed to have 400 dogs, even licensed kennels have limits.

You can also make a call to your local newspaper, radio stations and tv stations. Tell them you do not want your identity revealed. They will send out experienced investigative reporters.
