I ended up ordering breakaway collars with ID tags on them from Boomerang. Breakaway collars will do just that if the dog gets hung up on something. They are usually intended for cats, but will work for dogs too.

We have a breakaway one for my cat, but he doesn't wear it, he fusses too much with it.
I'm not planning on using a collar for walks other than for identification. We have a great harness for her. We had problems with a collapsing the trachea with Kylie. She was our 9 week old we got and then returned to the breeder, it was a heart breaker, but I worked full time and was scared for her. She was really sick too.
So now I'm adopting yorkiegirl2's Izzy! And I can't wait!
