Hmm..sometimes, but not always. Sometimes it's exactly what people claim it to be. It's unfortunate, but happens. Even with perfectly trained, never abused or teased dog. It would be nice if the theory that there is always a clear, logical, preventable cause and reaction, but reality is, that just isn't always the case. It just presents a bigger problem and response when the dog is one with the physical ability of causing more severe damage.
