Its usually an excuse you get for a dog who isn't well trained, is abused, or something the owner didn't see because they aren't familiar with "dog language" so to speak... They probably wouldn't admit the dog was teased or abused..

Or else they hit their dog everytime it "acts" out which leads to only masking the behavior .. not getting rid of it.. Like people, some dogs can only take so much.. I'd gladly bite a hand that hit or teased me.. JMHO..
