First things first, congratulations on your new baby! My Tucker had some very similiar problems, because his original owners left him in his crate most of the time and he had no choice but to eliminate in there. He still can't be crated for long without relieving himself. I had the same frustrations. He would not go and not go on the pee pad and then he would walk away and squat on the carpet. One thing you have to remember is that you have to watch him 100% of the time, no turning your back! It's tough but in a few months it will be so worth it! It took weeks before Tucker actually went on the pad, he didn't like anyone watching him go and so he wouldn't go until you turned your head and then you weren't able to place him on the pad

When I finally saw him walking away and a fresh pee spot on the pad I went crazy, threw a party, and gave him a treat. It only took a few more weeks of that and he's 85% potty trained and the few times he's had accidents it's been my fault because he didn't have access to the pad. When we move we'll be training to go outside, but until then the washable pee pads have worked for us. Good luck and keep at it!
