When you take him out... don't come back in until he pees. If it's the morning, you know he HAS to pee. So just wait it out until he does. Maybe have a treat ready in your pocket. He can't hold it forever. He'll eventually go. When he does, make the biggest thing about it! Praise him like he's never been praised and give him his treat. Then he'll hopefully realize that this is what you want, since he seems to not even know what he's supposed to do. GOOD LUCK!
Oh! And what I have normally done... when he pees in the house, sop some up with toilet paper and take it to where you want him to pee (outside/pee pad). Then show it to him and praise his as if he actually peed there. He should eventually associate that if there is pee there, he gets praised.
